Racial Difference of Child Behavior Checklist: A Cross-racial Validity Study of a Measure for Children`s Mental Health

Abstract
Among all the diseases from which children suffer, emotional and behavioral problems are among the most prevalent. The Methods for the Epidemiology of Child and Adolescent mental health(MECA) study has found that about 20% of children and adolescents aged 9 to 17 had emotional or behavioral disorders(Surgeon General, 1999). Accordingly, the
economic burden to society from high prevalence of emotional and behavioral problems among children and adolescents is also high. The expenditures for any treatments for children¡¯s mental health in 1998 were estimated to be $11.68 billion or $172 per child(Ringel & Sturm, 2001). Adolescents(aged 12 to 17) had the highest expenditure per adolescent at $293, while children(aged 6 to 11) spend $163 per child. These costs are not distributed evenly throughout society. As a result, when we focus on specific sub-groups, the prevalence and costs are even higher. Racial/ethnic disparities exist in the prevalence of emotional and behavioral problems and unmet needs. African-American children have higher externalizing problems than white children and yet they have higher unmet needs. Hispanic children are known to have more internalizing problems than the majority. The nation recognized the disparities in mental health needs among children and adolescents and called for more research on how to eliminate these disparities(U.S. Public Health Service, 2000).
